what is the best martial art for a small female to learn for self defense ?

i am small like 5'1 and petite build so i am not very strong .

The very basis of martial arts is for a weaker person to defend against and beat a stronger opponent. Real martial arts rely on technique and skill, not brute force or strength.
Height in martial arts is truly irrelevant. When you look closely at the martial arts world you'll see many more shorter and thinner martial artist. This is because these people, when growing up, had to depend on skill and strategy instead of brawn and muscle so they're naturally adept to the demands of martial arts.

In my opinion as to what style to learn: I say absolutely any style near you that has the most qualified teacher. This becomes obvious when you know what to look for:
1) The ATA (American Taekwondo Association). Stay away from them. They're a business and a disgrace to the martial arts. They virtually give anyone a black belt who comes through the doors and make people feel good about themselves while charging outrageous prices.
2) Contracts. Stay away from places that make you sign a contract. This is a tall tell sign of a belt mill and not a qualified martial arts school.
3) Black Belt Children. A bad school is obvious if there's ANY children in black belts. It's pretty well established, and by others here on Y/A that will agree to this, that no one under the age of 16 should be awarded a black belt. Pugpaws2, who I hope contributes to your question, is always saying this and I agree. And don't only watch for kids in black belts, but watch for kids in general... a lot of them. A lot places are like daycares and not a legitimate training hall (Dojo).
4) Stay away from sport type martial arts. They are for competing in a ring and do not focus on self defense skill or application. It's not hard to spot these places at all.
5) Always make sure the instructor of the class can give a lineage to the founder of the style. Who he trained under and who that person trained under, etc. all the way to the one who founded it.

Krav Maga, I imagine, is an excellent style. I'm not familiar with it myself, but please understand that it's sort of what the "in thing" is right now and just about everyone who's recommending it has little experience in martial arts, let alone know what good Krav Maga would be. No one should ever be recommending any one style of martial arts as they are all equal in skill and ability. None is greater than another.
