It all depends on your frame size, If you have a large frame you may still have a good body fat percentage but a large waist, or the opposite if you have a very petite frame but a bad body fat percentage you could have a waist size that would be fine on someone else but still be large for your frame.

There isn't a standard measurement to judge everyone against since we all have different bodies.
