Why do women have no home training when they use public restrooms?

Ok so in EVERY public restroom there is an area right next to the toilet paper that you throw away your rags during that time of the month. Why do women put their rags halfway in the trash and the other half hanging out like I wanna see that? And why dont they aim for the bag inside and just throw it anywhere in there? When I go to the restroom I dont want to move your dirty rag just to throw something away!

They have no self-respect or any respect for anyone else. I also find that offensive. It doesn't take any extra time to dispose of certain private items correctly.
