Why are trucks hanging a black strap off the back of their truck that touches the ground?

I live in Texas ans keep seeing a black strap or rope that hangs off the hitch just long enough to touch the road on many trucks mainly white. i really just want to know the meaning behind it. want to know just in case its something i need in on.lol
