how can i make my boots fit around my legs better?

my legs are really really skinny i wear a 00 and i weigh 90 pounds.Anyway my boots stick out in the front where there suppose to be snug around my legs the boots have a zipper and adjustable buckles but just for decoration. I tightened the buckles, they look ridiculous now but they still don't fit how can i make them fit snugger around my legs

wear thick socks, or leg warmers or whatever you can get, and stuff it slightly, not too much though.
